Apple has another arrangement for US clients who haven't agreed to accept iCloud yet. 9to5Mac recognized a Reddit string that indicated the arrangement: new supporters on the four major US transporters can get 200GB free for two months.

The arrangement seems, by all accounts, to be just be accessible in the US for clients who haven't agreed to accept the administration yet. As normal, there's some fine print: those clients will be charged $2.99 multi quite a long time window.
